- ➤ The Powder River Composite Squadron of the Civil Air Patrol will hold a cadet promotion ceremony and command change Monday at the National Guard Armory (811 E. Laramie Ave.). Promotions begin at 7:15 p.m. as Colonel Rod Burnett officiates and eight cadets advance, with two earning the Billy Mitchell Award. County 17
